Job Overview

An exciting opportunity has arisen for an experienced Pharmacist to lead, shape and influence Pharmacy Technical Services within NHS Wales Shared Services Partnership (NWSSP).

Transforming Access to Medicines is an NHS Wales programme to set up a shared Pharmacy Technical Service for Wales. The post is the senior professional post in the service and will report to the Managing Director of Shared Services, with a professional relationship to the Welsh Government Chief Pharmacist. The post will be a peer member of the Chief Pharmacists Group of the Health Boards and Trusts in NHS Wales. The post holder will act as the senior accountable professional for the medicine’s preparation activities. They will play a key role in supporting the mobilisation of the service, a major investment in facilities and equipment, and the process by which the service’s people will be assembled. The post will take responsibility for leading the transition from mobilisation into operational service.

Main duties of the job

You will have wide experience of Pharmacy Technical Services in a Secondary Care setting, experience of delivering transformational change, and be used to leading large and diverse teams. You will be knowledgeable about the detail of production activity, accustomed to dealing with clinical, financial, workforce, and executive stakeholders, and with experience of managing multi-site operations.

This is a critical strategic role, as such you will benefit from having strong leadership skills and resilience. You will also need the ability to easily build trusting relationships with peers and stakeholders and to act as an ambassador for NWSSP, as well as the ability to inspire, engage and empower the workforce. Finally, you will need to be passionate and people centred, embodying the values of NWSSP and NHS Wales.

There will be a 2 stage recruitment process including a Presentation with a Stakeholder panel followed by a formal panel interview. These processes will take place on separate days, and depending on circumstances may be conducted virtually.

Person specification

Experience

Essential criteria
  • M Pharm, MRPharmS and member of General Pharmaceutical Council Postgraduate qualification in pharmacy technical services - or demonstrable equivalent experience
  • Postgraduate management qualification relevant to the NHS – or demonstrable equivalent experience
  • Evidence of engagement with the Royal Pharmaceutical Society Faculty – membership, application pending or evidence of portfolio building, consistent with ASII or above
  • Awareness of Welsh Government/Department of Health Strategies for NHS Wales and knowledge of health service developments (e.g. NICE) which will impact on pharmacy services.

Skills and Attributes

Essential criteria
  • Leadership skills and ability to communicate, influence and negotiate on highly complex matters and difficult situations within the service, Health Boards and external bodies
  • Ability to develop and maintain strategic alliances

Desirable criteria
  • Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh

Other

Essential criteria
  • Able to work flexibly to meet the needs of the service and be able to travel to other NWSSP sites

Experience

Essential criteria
  • Significant experience of working at a senior level in a large, complex NHS organisation
  • Significant experience in hospital pharmacy and at least some of which is in pharmacy management within an NHS Trust or Health Board providing pharmacy aseptic or production services within a MHRA licensed unit
  • Experience of strategy development and management of change and modernisation processes across a range of complex environments
  • Experience of budget management and knowledge of budget management processes

Desirable criteria
  • Experience leading or managing one or more pharmacy services in a large complex NHS organisation
  • Extensive clinical pharmacy and technical pharmacy experience
