We are seeking a highly experienced (10+ years) Oracle Fusion HCM Payroll Functional Lead to spearhead payroll transformation initiatives across the enterprise.This leadership role requires deep expertise in Oracle Fusion Cloud Payroll, strong knowledge of U.S. payroll regulations, and proven success in delivering end-to-end implementations. The ideal candidate will act as a trusted advisor to stakeholders, ensuring accurate, compliant, and optimized payroll operations while mentoring teams and driving best practices..Key Responsibilities:
  • Leadership & Strategy
  • Lead payroll workstreams across complex Oracle Fusion Cloud HCM project

Solution Design & Configuration
  • Conduct design workshops and discovery sessions to translate complex payroll requirements into scalable Oracle HCM Cloud solutions.
  • Configure critical payroll components including Fast Formulas, payroll elements, calculation cards, balances, costing, and payroll flow patterns.
  • Ensure robust solution design that supports integrations with Time Entry, Absence Management, and Benefits.

Implementation & Deployment
  • Lead the full project lifecycle: requirements gathering, gap analysis, functional design documentation (FDD), and deployment.
  • Oversee critical testing phases including Conference Room Pilots (CRP), System Integration Testing (SIT), and User Acceptance Testing (UAT).
  • Perform parallel payroll testing to validate accuracyand compliance across implementations.

Compliance & Statutory Reporting
  • Ensure payroll processes adhere to U.S. Federal, State, and Local tax laws and labor regulations.
  • Manage year-end processing, statutory reporting, and quarterly upgrades.
  • Troubleshoot complex payroll issues and manage Oracle Service Requests effectively.

Data & Integration Management
  • Lead payroll data migration from legacy systems using HCM Data Loader (HDL) and other tools.
  • Oversee seamless integrations between Payroll and related modules (Time, Absence, Benefits).
  • Ensure data integrity, accuracy, and compliance throughout migration and integration processes.

Post-Production Support
  • Provide expert-level support for complex payroll incidents.
  • Manage Oracle quarterly upgrades, performing impact analysis and regression testing to ensure system stability.
  • Deliver ongoing optimization and enhancements to payroll processes.

Documentation & Training
  • Develop and maintain FDDs, SOPs, user manuals, and training materials.
  • Conduct end-user training sessions to ensure adoption and effective use of Oracle Payroll solutions.
  • Serve as the Subject Matter Expert (SME) for Oracle Fusion Payroll, guiding stakeholders and project teams.
  • Mentor junior consultants and foster a culture of excellence, collaboration, and innovation.
  • Drive strategic payroll initiatives that align with organizational goals and compliance requirements.

Qualifications / Requirements:
  • 10+ years of payroll experience, with significant hands-on Oracle Fusion Payroll expertise.
  • Proven track record as a Payroll Functional Lead in Oracle HCM Cloud.
  • Strong knowledge of U.S. payroll regulations, tax compliance, and statutory reporting.
  • Expertise in payroll configurations (elements, formulas, balances, costing).
  • Experience with data migration, testing cycles, and integrations.
  • Excellent analytical, problem-solving, communication and leadership skills.
  • Must have led 3 full end-to-end U.S. Payroll implementations in Oracle Cloud.
  • Must have performed parallel payroll testing in at least 3 implementations.
  • Experience in 2 full lifecycle implementations in Oracle EBS or PeopleSoft.

Certification (Required / Must-Have):
  • Oracle Cloud HCM Payroll Implementation Professional
