Position: Junior Quantity Surveyor / Cost Controller  Company: Apex Airspace Development  Location: On-site – London office.  Employment Type: Full-Time  Visa Sponsorship: Can be provided to eligible candidates.

Apex is an Investment Partner of the Greater London Authority (GLA) and is working on the delivery of affordable homes across London to reduce the use of temporary accommodation. Role Overview We are seeking a proactive and detail-driven Junior Quantity Surveyor / Cost Controller to oversee the commercial and cost management functions across our residential development projects. This dual role is essential in connecting early-stage cost planning with real-time construction cost control. The ideal candidate will lead cost estimation, tender documentation, and project budget monitoring, ensuring financial clarity and control throughout the entire development lifecycle.
Key Responsibilities Pre-Construction Phase (Cost Planning & Estimating) • Prepare and issue pre-qualification questionnaires; assist the Senior Construction Manager in maintaining the Preferred Supplier List. • Create tender packages and issue invitations to tender for trade works, aligned with the resourcing and interface plans. • Develop and manage Bills of Quantities (BoQs) or equivalent pricing documents in line with NRM standards. • Collaborate with the design team to update cost estimates as design details are refined, building towards an agreed budget. • Maintain an assumptions log to bridge design gaps and update as project documentation evolves. • Support the creation of the Work Breakdown Structure (WBS) alongside Planning and Construction teams. • Identify ambiguities in design documentation that may affect procurement or budgeting accuracy. • Lead value engineering exercises to optimise cost without compromising project quality or scope.
Construction Phase (Cost Control & Reporting) • Track and report actual spend versus budget; identify cost variances and propose corrective actions. • Monitor subcontractor costs, variations, and change orders. • Manage cost forecasts and cash flow projections. • Support subcontractor negotiations, valuations, and agreement of final accounts. • Assist in the administration of contracts using NEC or JCT forms, including payment assessments, change control, and notices. • Provide the site team with commercial insight to support strategic decision-making. • Generate monthly cost reports, forecasts, and maintain an active risk register for leadership updates.
Candidate Requirements • Demonstrated experience in Quantity Surveying or Cost Management within residential construction. • Familiarity with UK construction procurement models and subcontractor coordination. • Strong knowledge of BoQ preparation and NRM standards. • Knowledge of RIBS stages.  • Advanced skills in Microsoft Excel; experience with cost management software (e.g., CostX, CATO) is an advantage. • Experience in UK-based development or property projects is highly desirable. • Working knowledge of NEC or JCT contracts is a plus. • Understanding of construction sequencing and integration with project programmes.
Qualifications & Experience • Bachelor's degree in Quantity Surveying, Civil Engineering, or a related discipline from UK Universities.  • RICS accreditation (or working toward it) is preferred. • 1-2 years’ experience in both pre- and post-contract surveying roles.
