Job Summary To support the Senior Procurement Manager by taking responsibility for formal procurement of goods and services. To review products and/or services used across the Trust and wider partnering organisations (e.g., SYICB, Shelford) giving consideration to usage and ensuring best value is obtained. To ensure procurement activity achieves best value for money based on whole lifecycle costs while complying with all Trust financial procedures and procurement directives. Communicate contract details to appropriate parties including departments, suppliers, finance and others within the Trust as necessary, and evaluate and initiate alternative methods of supply.Responsibilities
- Prepare quotation/tender documentation in line with Standing Financial Instructions and legislation.
- Research the marketplace, considering suppliers’ financial status, ability to supply and maintain continuity of supply.
- Undertake product and equipment evaluations, trials and site visits as appropriate.
- Invite and manage the return of tenders for medium and high value contracts, holding pre‑tender discussions with both the customer and supplier.
- Evaluate tender returns using appropriate financial assessment and purchasing/supply criteria.
- Ensure products and suppliers meet required standards and facilitate Budget Holder decisions on leasing, purchasing or other options by providing costing information and financial analysis.
- Identify any Exceptional Purchasing Arrangement and report to the Chief Executive as necessary.
- Prepare Freedom of Information files and notify unsuccessful bidders of the result of the tender process.
- Award business, providing de‑briefings to suppliers and departments as necessary.
- Prepare and update tender reports and record/report savings.
- Record contract details on the Purchase Order system, including Contract Suite, catalogue files and template orders, update and review as necessary, and maintain the Atamis database and internal files.

.Person Specification Essential Qualifications
- 4 GCSEs including Maths and English (grade C/4 or above) or equivalent qualifications/experience.
- Chartered Institute of Procurement & Supply Professional Diploma or willingness to work towards it, or a degree in a business‑related subject, or equivalent experience.
- Prepared to become CIPS qualified.
Desirable Qualifications
- Further education qualification in a relevant discipline, Business Studies or similar.
- Evidence of CPD.
Experience Essential
- Experience in a procurement role.
- Accustomed to communicating with stakeholders at all levels.
Desirable
- NHS experience.
- Understanding of tenders, quotes and procurement procedures and regulations.
- Contract management experience.
Skills and Knowledge Essential
- Excellent written and verbal communication skills.
- Excellent analytical skills.
- Proven ability to work independently and as part of a team.
Personal Qualities Essential
- Excellent attention to detail.
