About the Role We are seeking
two highly experienced Senior Full-Stack Developers to support a
Maryland State Government agency. This role involves developing and enhancing enterprise-level .NET and Java applications, managing SQL Server databases, and providing administrative support for mission-critical systems in
criminal justice and healthcare IT environments. The ideal candidate will bring
10+ years of enterprise development experience and strong knowledge of regulated, government-grade systems.
Key Responsibilities
- Lead the development, maintenance, and enhancement of enterprise .NET and Java applications.
- Provide full-stack support: database, system integration, and application troubleshooting.
- Administer and configure enterprise systems, including:
- NextGen EHR
- Offender Case Management Systems (OCMS)
- Criminal Justice Dashboard
- Computerized Criminal History (CCH) systems
- OpenText RightFax & OpenText Quality Center
- Manage SQL Server (T-SQL, Stored Procedures, SSRS, SSIS, ETL).
- Oversee TFS administration, IIS configuration, and Windows Server performance.
- Investigate and resolve end-user issues with root cause analysis.
- Ensure compliance with security and regulatory standards.
- Collaborate with stakeholders to gather requirements and deliver technical documentation.
- Support both Agile and Waterfall SDLC project environments.
Required Qualifications
- 10+ years .NET, Java, and C# development in enterprise settings.
- 7+ years SQL Server (T-SQL, SSRS, SSIS, ETL).
- 3+ years administrator-level experience with NextGen EHR.
- 3–5 years managing Team Foundation Server (TFS).
- Hands-on experience with OCMS, Criminal Justice Dashboard, CCH systems, OpenText RightFax (v22.2+), and OpenText Quality Center.
- Strong IIS and Windows Server administration experience.
- Deep knowledge of system integration, performance tuning, and reporting.
- Strong analytical, documentation, and communication skills.
- Experience supporting government/public sector systems.
Preferred Qualifications
- Prior work in security-sensitive or regulated environments.
- Experience with user training and system rollouts.
- Leadership in cross-functional team collaboration.
- Quick adaptability to emerging technologies.
