About this opportunity
The Capital Programme team is responsible for the core delivery of the Council’s c.£80m-£100m/year Capital Programme developing projects which make a real ‘on the ground’ difference to our communities, places and people in Westmorland and Furness. On a daily basis the programme develops and maintains new council buildings including care homes, schools, community centres and offices; construct’s and maintains highways and cycleways; builds new flood defences and drives the council’s internal decarbonisation programme for its services.
The Programme Manager Roles will support the Council by playing a leading role in the Capital programme Place Portfolio team. This team manages and delivers town centre and public realm improvement works, community building refurbishment projects, and the active travel programme.
Who we are looking for…
We are looking for two self-reliant and driven individuals who has excellent knowledge of Capital Works Programme and Project management or can apply expertise in an infrastructure or building related discipline to a programme management role.
We would be looking for candidates to:
  • Lead the development and delivery of significant projects and programmes including contributing to the delivery of the Council Plan or allied strategies and plans.
  • With light touch support from the Capital Portfolio Manager design manage exemplary projects across any or all stages of programme life-cycle.
  • Lead the procurement and management of major contracts or multiple smaller contracts at any or all programme life-cycle stages from initial feasibility to completion and asset handover.
  • Guide Capital programmes and projects through the Councils Governance gateways.
  • As necessary, lead and manage a team.
  • Actively manage, develop and mentor team members.
  • Manage project stakeholders from public, private or regulatory backgrounds, negotiating outcomes for the benefit of the council.

  • Candidates could come from a variety of backgrounds including (but not limited to) project or programme management, quantity surveying, property management, building mechanical or electrical engineering, facilities management, building surveying, architecture, civil engineering or contract management. Ideally candidates will have an excellent level of understanding of procuring and managing consultants and contractors throughout a project lifecycle as well as programme level reporting (risks, programme, quality). Candidates who can evidence where they have delivered or are delivering significant infrastructure solutions through development stages, or on the ground for an organisation would be well suited to the role. Candidates may be asked to be a line manager or mentor for junior colleagues.
