Role Overview The Finance & Administration Manager will be responsible for accounting and financial reporting for ACEC, including any new subsidiary entities. The role involves overseeing financial compliance, cash flow management, budgeting, payroll, taxation, grant financial reporting, HR and administration functions. Additionally, the role will oversee the establishment of contracts, procurement processes, and membership fee management. As the role is joining a new and growing organization, a key early focus will be establishing finance, administration, and contracting systems, policies, and processes.
Key ResponsibilitiesFinancial Management and reporting, supervision of subsidiary accounting and financial administration, HR, contracting, procurement, and membership contractual management.
Financial Management & Reporting: - Prepare monthly management accounts, budget performance reports,
- Prepare regular financial and cashflow forecasts.
- Prepare an annual budget.
- Perform month-end and year end closing, and work with the CoS/CEO in preparation of the annual financial statements.
Bookkeeping & Accounting Systems: - Establish the bookkeeping on the ACEC chosen accounting system
- Maintain ACEC accounting books, including accounts payable and accounts receivable.
- Prepare and review postings for accounts payable and receivable, ensuring proper coding for projects and events
- Recognize corporate membership, sponsorship, event income, grants receivable
- Reconcile general ledger account, payroll, and consultant fees
- Process monthly accruals, prepayments and project fund movements.
- Oversee bookkeeping within the subsidiary companies propose necessary journals entries.
- Review or prepare the GST reports.
- Create the ACEC financial handbook including policies and procedures.
HR and Payroll Administering: - Contribute to the documentation of the ACEC recruitment and hiring process.
- Submit and renew employment pass applications when required.
- Facilitate onboarding for new employees, ensuring proper setup of workspace and equipment.
- Administer payroll, CPF submissions, IR21, IR8A annual income tax Assessment and staff claims.
- Ensure compliance with WICA policies, MOM labour laws, and IRAS tax regulations.
Contracting, Procurement & Membership Management:- Establish, draft, and review member contracts and service agreements, performing preliminary reviews to ensure the accuracy of figures, dates, and payment terms.
- Issuance the annual membership invoices and raise ad-hoc invoices for events and sponsorships.
- Manage the periodic collection of membership fees and perform rigorous follow-ups on outstanding payments to ensure timely financial settlements.
- Execute the procurement process by conducting appropriate solicitations, obtaining quotations from vendors, and preparing financial evaluations for bids.
- Assist with the timely issuance of service contracts and manage vendor and member relationships to ensure strict compliance with contractual agreements and quality standards
Project Accounting & Reporting: - Prepare and update project and events budgets, ensuring accurate tracking of actual expenditures.
- Generate quarterly project financial reports and funder reports.
- Manage financial reporting for grants, ensuring timely and accurate reporting to funders.
- Working with the Grants Lead and project / event teams to ensure compliance with project financial requirements.
Cash Management:- Process payments for administrative and project-related expenses in line with policies and agreements.
- Process fund and cash transfers in accordance with fund instructions.
- Manage bank accounts and currency requirements
- Perform monthly bank reconciliations.
Other Administrative:- Monitor, manage and approve travel booking requests on ACEC chosen travel management portal
- Oversee and manage daily office administrative tasks, ensuring smooth operations.
- Manage Corppass administration.
- Coordinate with the company secretary for Director appointments and statutory filing matters.
- Oversee office lease agreements and manage rental renewals.
- Coordinate with the Data Protection Officer (DPO) to ensure compliance with the PDPA Singapore.
- Liaise with company insurance brokers to ensure adequate insurance is in place.
Essential Person Criteria: - Right to work in Singapore and fluency in written and spoken English.
- Singapore Finance and/or HR Experience.
- Strongly preferred qualified accountant (e.g. CA, CPA, ACCA, or equivalent in Singapore)
- At least 5 years of experience in finance and administration management, preferably in a fast-paced, dynamic environment.
- Strong knowledge of IFRS/SFRS, taxation, budgeting, forecasting, employment regulations.
- Advanced IT skills and familiarity with accounting systems, including proficiency in Excel (VLOOKUP, PivotTable, etc).
- Excellent analytical, problem-solving, and multitasking abilities.

Desirable Person Criteria: - International company or non-profit experience
- Grant, Project or Fund Accounting Experience.
- Able to navigate uncertainty while fulfilling the role effectively.
